先对今天看到的做一个笔记吧
另外查了一下维基百科，它对“民主”的定义是：
Democracy is a form of government in which all citizens have an equal say in the decisions that affect their lives(注：生活).
可能仅仅靠 Equal Say 我们不足以建立民主制度，不过从政治学理论研究上来看，民主应该是一种政府形式。
接下来，公民自治(Autonomy/Self-governance)。。。我貌似没有在 forms of government 的条目里找到，
维基百科Self-governance 的条目下边有注解：This article needs additional citations for verification.
所以我不能保证条目注释的正确性。
目前的版本提示为：这是一个 personal conduct 或者 family units。特别的，如果是political units，usually referred to as Local Government.
