Crisis in Kyrgyzstan


Widespread
anti-government protests in Kyrgyzstan recently turned violent, with
groups of opposition protesters attempting to storm some government
buildings, and clashing with riot police. Tensions are high, as Kyrgyz
authorities declared a national state of emergency, and are enforcing
curfews in at least three cities. As riot police fired on opposition
members and protesters fought with stones and captured weapons,
estimates of casualties have varied widely, with reports ranging from
12 killed to over 100 killed. Opposition leaders appear to have taken
over some of the national television channels, and President Kurmanbek
Bakiyev appears to have fled the capital, Bishkek overnight. As the
situation in Kyrgyzstan remains in flux, I may post more photos here

   多个国家呼吁冲突双方冷静、克制,避免局势恶化。

  在吉尔吉斯斯坦反政府示威者和警察的冲突造成40人死亡之际,吉尔吉斯斯坦反对派宣布成立"人民信任政府"。

  吉尔吉斯斯坦反对派领导人、前外交部长奥通巴耶娃对BBC记者说,新成立的政府已任命国防和内政部长人选。

  吉尔吉斯总统巴基耶夫目前行踪不明。但吉尔吉斯斯坦国家通讯社周四(8日)凌晨报道,巴基耶夫已经搭乘小型飞机离开首都比什凯克,飞抵吉南部城市奥什。

  从周二开始,不满物价高涨、官员腐败和当局逮捕反对派领导人的民众在吉尔吉斯斯坦三个城市举行示威。


  “过渡政府”

  吉尔吉斯斯坦反对派领导人奥通巴耶娃说,过渡政府将执政六个月,并负责起草新的宪法。

  吉尔吉斯斯坦是战略地位非常重要的中亚国家,该国设有一个为阿富汗美军提供后勤保障的美军基地,俄罗斯在该国也有一个军事基地。

  奥通巴耶娃说,这些军事基地仍可象以前那样运作。

  美国对吉尔吉斯斯坦发生暴力事件深感遗憾,并敦促各方“尊重法治”,美国还称相信政府仍掌控该国的局势。

  俄罗斯总理普京否认莫斯科在这次骚乱背后扮演任何角色,并称此事是吉林尔吉斯斯坦的“内政”,各方都应保持“克制”。

  俄罗斯总统梅德韦杰夫说,民众的抗议行动展示了他们“对现政权的愤怒”。

  联合国秘书长潘基文的发言人说,潘基文对吉尔吉斯斯坦今天发生流血冲突和人员死伤的报道感到震惊,他紧急呼吁各方对话和保持镇静,以避免发生进一步的流血事件。


  枪声不断

  首都比什凯克的枪声一直持续到深夜,一些商店着火燃烧。

  BBC记者在比什凯克报道说,首都发生大规模的抢劫,成百上千的示威者抢完一个商店,又去抢另一家商店。

  吉尔吉斯斯坦卫生部说,有40人在冲突中死亡,400多人受伤。

  但反对派说,死伤的人数远远不止这些。反对派发言人在占领的一个电视频道发表讲话说,至少有一百名示威者被打死。

  反对派发言人说,在前外交部长奥通巴耶娃的领导下,反对派已组成一个新的政府。

  奥通巴耶娃发表声明说,权力已落入人民政府的手中,新政府已任命相关负责人,而且正尽力使局势恢复正常。

  法新社报道说,反对派领袖已接管国家安全局,类似前苏联的克格勃。

  但是,反对党社会民主党的发言人对路透社说,吉尔吉斯斯坦总统巴基耶夫还没有辞职。

  她说,巴基耶夫“必须正式向议会辞职,我们才能任命一个看守政府”。

  路透社引述吉尔吉斯边防部门说,该国与哈萨克斯坦的边界已经关闭。

  法新社说,美国已停止在吉尔吉斯斯坦军事基地的军机飞行。

  在吉尔吉斯斯坦发生致命抗议活动,迫使总统逃离首都比什凯克之后,该国政治反对派表示,已经掌握了权力,并且解散了议会。

  过渡政府领导人奥图巴耶娃星期四要求巴基耶夫总统辞职。巴基耶夫逃到了贾拉拉巴德地区,据说正在召集支持者。

  该国卫生部表示,反对派示威抗议者和警察星期三在比什凯克的冲突,至少造成75人丧生,1千多人受伤。

  奥图巴耶娃星期三告诉记者说,骚乱是对压制、暴政以及政府对异议人士镇压的回应。

  星期二始于塔拉斯市的暴动,是由人们对腐败和上涨物价的不满引起的。

  前外长奥图巴耶娃表示,过渡政府控制着吉尔吉斯斯坦绝大部分地区,将统治这个中亚国家,直到在六个月内举行选举为止。

  奥图巴耶娃还表示,设在吉尔吉斯斯坦,用于支持在阿富汗军事行动的一处美军空军基地将继续开放。

这种暴动背后十有八九是大国之间的冲突转化成小国的政治动乱。是否有美国,俄罗斯,中国的介入也说不定。
